بموجب القرار عدد 2586 الصادر في 29 ايار سنة 1929 يلغى القرار عدد 2360 الصادر في 25 ك2 سنة 1929 وعليه تعاد حرية تصدير واعادة الشعير الى خارج حدود الدول المشمولة بالانتداب الفرنسوي يوضع هذا القرار موضع التنفيذ ثاني يوم نشره بواسطة الصاقه على باب دور حكومات الدول وفي داخل وخارج مكاتب الجمرك
