استنادا الى رأي هيئة التشريع والاستشارات رقم 2779/98 تاريخ 12/5/1998 تعدل المذكرة رقم 107/4/ص تاريخ 11/5/1998 بحيث تصبح كما يلي: يفوض المحافظون في مركز المحافظة والقائمقامون في القائمقاميات بممارسة الصلاحية المنصوص عنها في المادة 11 من القانون رقم 665/97 وذلك بتلقي الطلبات المتعلقة بتصحيح الا خطاء والنواقص الواردة في القوائم الانتخابية من اي نوع كان واحالتها مباشرة الى لجنة القيد المختصة للبت بها وفق المهلة القانونية, على ان يتوقف قبول مثل هذه الطلبات قبل اربعة ايام من تاريخ العملية الانتخابية في كل محافظة.
