مادة 3: يستثنى كذلك من احكام المادة الاولى من هذا القرار الحليب المجفف المستورد لصناعة الشوكولا الذي الذي يشترط ان يكون ممزوجا في بلد المنشأ بمادة ملونة غير اللونين الابيض والاصفر وغير ضارة بالصحة العامة وان لا تقل نسبة المادة الملونة عن واحد بالمائة.
