مادة 4: لوزارة التموين ان تتنازل عن البضائع والسلع المشتراة وفاقا للمادة الاولى من هذا القرار الى اية مؤسسة وتاجر ويفضل حتما المستورد الاصلي على غيره لقاء ربح على العنصر الاول المبين في المادة الثالثة اعلاه على ان يتعدى النسبة الاتية: خمسون بالمئة عن الالبسة الجاهزة الجديدة اربعون 40 بالمئة عن الاقمشة الصوفية والحريرية ثلاثون 30 بالمائة عن جميع الاصناف الباقية
