مادة 2: تدخل التعديلات الاتية على احكام القرار رقم 451/1 تاريخ 11/6/58: ALTPLICENCE آ- تحذف من البند 7- من المادة الثانية نسبة 14،000 كيلوغرام وتستبدل بنسبة: 5،700 كيلوغرام ب - تلغى احكام البند 2- من المادة الرابعة ويستعاض عنها بالنص التالي: ــــــــــــــ "اذا رسب الطالب في مادة او اكثر من مواد الامتحان الخطي فلا يمكنه اعادة الامتحان في المواد التي رسب فيها الا بعد مضي شهر واحد على الاقل على تاريخ تقديمه الامتحان واذا رسب الطالب للمرة الثانية في مادة او اكثر فلا يمكنه اعادة الامتحان في هذه المادة او المواد الا بعد مضي مدة شهرين اخرين. واذا رسب الطالب للمرة الثالثة فان الطلب والامتحان بكاملهما يعتبران ملغيين ولا يمكنه اعادة تقديم الامتحان بكامله الا بعد مضي شهرين اخرين ويعاد تطبيق الاصول المفصلة اعلاه في الدورات اللاحقة. ج- تحذف من البند 3- من المادة الخامسة نسبة 14،000 كيلو غرام وتستبدل بنسبة: ـــــــــــــ 5،700 كبلوغرام د- تعدل الفقرة الاولى من البند 1- من المادة السابعة على الوجه التالي: ــــــــــــــ 0000" صادرة عن احدى الدول الاعضاء في المنظمة الدولية للطيران المدني وسارية المفعول وفي الاصل ضمن المستوى المفروض من قبل هذه المنظمة الدولية وبمقتضى احكام القرارات اللبنانية المتعلقة بمنح الاجازات " والباقي بدون تعديل ه- يضاف الى المادة السابعة, البند 6- التالي نصه: ــــــــــــــ "اذا كانت تسهيلات التدريب للحصول على اجازة طيار خط جوي وعلى كفاءات اضافية, غير كافية او غير متوفرة في لبنان يجوز لمديرية الطيران المدني, ان تقبل اجازة طيار خط جوي والكفاءات الاضافية الصادرة عن احدى الدول الاعضاء في المنظمة الدولية للطيران المدني ضمن المستوى المفروض من قبل هذه المنظمة الدولية وبمقتضى احكام القرارات اللبنانية المتعلقة بمنح الاجازات . ويمكن لمديرية الطيران المدني ان تمنح اجازة طيار خط جوي لبنانية بالمعادلة مع الكفاءات السارية المفعول والمدونة على هذه الاجازة بتاريخ تقديم الطلب للحصول على المعادلة اللبنانية, وذلك شرط ان تكون هذه الكفاءات مقررة في لبنان وبعد ان يبرهن الطالب عن اهليته في امتحان الطيران العملي وفقا للاصول المنصوص عليها في القسيمة ورقم AC/SA/L102 بحضور طيار فاحص تعينه رسميا المديرية المذكورة وعلى طائرة ذات محركات متعددة, مسجلة في السجل اللبناني" Article 2: The Arrete No. 1/451 dated 11-6-58, concerning ALTP licence is being amended as follows: A- Art. 2 para 7. Delete 14.000 Kgs. Amend to read: ــــــــــــــــ "5.700 Kgs" D- Art. 4 para 2. Delete- Amend to read: ـــــــــــــــــ "If the applicant fails in one or more subjects in the written examination; he cannot sit again for re-examina- tion on the failed subject or subjects until at least one month has lapsed from the date of the examination; should the applicant again fail to pass any subject or subjects he cannot re-sit this subject or sujects until after a further period of two months. Should the appli- cant fail a third time. the application and examination as a whole will be concelled and he cannot re-sit again for the whole exam before a further two months have clapsed. There after the above will apply" C- Art. 5 para 3. Delete 14,000 Kgs. Amend to read: ـــــــــــــــ "5,700 Kgs" D- Art.7 para 1. Delete Originally ـــــــــــــــ Amend to read: "issued by a contracting state as an original, to ICAO Standards and to the requirements of lebanese licensing arrets" '' b- Art. 5 Para 2. Delete - Amend to read: ----------- "An instrument Rating for Which the foreign Licence issued as an original by another Contracting State, to ICAO Standards and to the requirements of the Lebanese Licensing Arretes, is valid at the thme of the application, may be endorsed on the Lebanese Licence being issued by equivalence". C - Para 5. Include an Addtional Para to read: -------- "When training facilities for an Instrument Rating are inadequate or not available in Lebanon, the Licensing Authority may accept a rating issued by a Contracting State to ICAO standards and to the requirements of the Lebanese Licesing Arretes.This rating may be accepted in lieu of the requirements of Art. 5 Para 4" The paragraph mentionned in the Amex of this Arrete shall be added in the begining of the Annex of the Arrete No. 1/455 dated 11-6-58 concerning Instrument Rating and Rencwal. D- Article 4. - The Arrete No. 1/452 dated 11-6-58 concerning Ratings for Pilots in Command and Co-Pilots is being ammended as follows: '' A - Art. 2. Delete - Amend to read: ------------- "Pilots performing the duties of Co-Pilot in aicraft, requiring to be operated with Co-Pilot. With a gross weight exceeding 5.700 Kgs. shall have endorsed on their Licence. a type rating for each aireraft type". B - Art. 4 Para 2. Delete - Amend to read: ---------- "If the applicant fails in one or more subjects in the written examination, he cannot sit again for re-examina- tion on the failed subject or subjects until at least one month has lapsed from the date of the examination; should the applicant again fail to pass any subject or subjects he cannot re-sit this subjects, or subjects, until after a further period of two months Should the aplicant fail a third time, the application and examination as a whole will be cancelled and he cannot re-sit again for the whole exam before a further two months have clapsed. There-after the above will apply". '' C- Art. 6 para 2. Delete all after "lebanese register" ـــــــــــــــــ D- Art. 6 para 4. delete - Amend to read: ـــــــــــــــــ "for types on which the aplicant fails to conform with the requirement for pilot in command, this rating shall be down-granded to co-pilot rating only" E- Art. 6 para 6. Amend - to read: ــــــــــــــــــــــــــــــــــ "When training facilities for a particular aircraft are inadequate or are not available in lebanon, the licen- sing authorities may accept a certificate issued by a foreign contracting state to ICAO standards and to the requirements of the lebanese licensing arretees, certif- ying that the applicant has statisfactorily completed within the preceding 12 months of the application, a course and a written technical examination on type applied for. This certificate may be accepted in lieu of the written examination normally required for such rating in Art. 6 para 5" When the applicant submits documentary proof that he has statisfactorily completed the required flying training and practical tests to the requirements specified in the Annex of the arret. para skill the licensing authority may issue such type rating without submitting to local examination and flight test
