مادة 1: يمنع صنع وبيع الخبز المصنوع من دقيق يشتمل على اقل من ثلاثين بالمئة من دقيق المواد المصنفة (شعير وذرة بيضاء او صفراء) وعرضه للاستهلاك

مادة 1: تتمم المادة الاولى من القرار رقم 52 الصادر بتاريخ 21 تشرين الثاني 1942 وكذلك المادة الاولى من القرار رقم 53 الصادر بتاريخ 21 تشرين الثاني 1942 بالنص التالي: "ان مخالفات احكام هذا القرار تستوجب الحبس من سبعة ايام الى ثلاثة اشهر وبغرامة من خمسين الى الفي ليرة لبنانية سورية او باحدى هاتين العقوبتين فقط. وفي حالة التكرار تكون عقوبة الحبس مجبرة"

مادة 2: يبلغ هذا القرار الى من يلزم لتنفيذ احكامه
