المادة 71
لا يمكن رفض اجازة الكسر او القلع الا للاسباب التالية:
1- حفظ الاتربة على الجبال او المنحدرات .
2- حماية الارض من قرض الانهار الكبيرة والصغيرة والسيول واجتياحها.
3- حفظ الينابيع او مجاري المياه.
4- حماية التلال التي على شواطىء البحر والتلاك الداخلية من اجتياح الرمال.
5- صيانة الصحة العامة.
6- المحافظة على منظر طبيعي تابع لمركز اصطياف مصنف .
