أقر مجلس النواب،

وينشر رئيس الجمهورية القانون التالي نصه:

المادة 1

الموافقة على إبرام اتفاقية قرض بقيمة /٢٥٠/ مليون دولار أميركي (فقط مئتا وخمسون مليون دولار أميركي) والموقعة بتاريخ ٢٠٢٤/٩/٦، لتنفيذ مشروع الطاقة المتجددة وتعزيز نظام الطاقة في لبنان - Lebanon Renewable Energy and

system Reinforcement Project بين الجمهورية اللبنانية والبنك الدولي للإنشاء والتعمير والمرفقة ربطاً.

المادة 2

يفتح في حسابات الخزينة حسابي ذمة مدينة لكل من مؤسسة كهرباء لبنان والمصلحة الوطنية لنهر الليطاني المستفيدتين من قرض رقم LB-9731 مشروع الطاقة المتجددة وتعزيز نظام الطاقة في لبنان.

المادة 3

فيما خص المبالغ المحوّلة من القرض مباشرة إلى الموردين (Direct Payment)، تقيّد في حسابي الذمة المفتوحين بموجب المادة الثانية قيمة السحوبات من القرض (قرض رقم LB-9731 مشروع الطاقة المتجددة وتعزيز نظام الطاقة في لبنان) في مقابل تسجيل هذه السحوبات في حسابات وزارة المالية (حساب القروض الدائن) وذلك بناء على كتب من الجهة المفوضة السحب من القرض أي من مؤسسة كهرباء لبنان والمصلحة الوطنية لنهر الليطاني كل في ما خصه.

المادة 4

تحوّل إلى حسابي المشروع المفتوحين في مصرف لبنان DA-A بإدارة مؤسسة كهرباء لبنان و DA-B / وDA-B بإدارة المصلحة الوطنية لنهر الليطاني السحوبات من القرض التي تحوّل إلى الحساب العام للقروض الممنوحة للدولة اللبنانية بالدولار الأميركي وذلك بموجب كتب من الجهة المفوضة السحب من القرض أي من مؤسسة كهرباء لبنان والمصلحة الوطنية لنهر الليطاني كل في ما خصه، يوجه إلى وزارة المالية وتقيّد في حساب الذمة لهذه الجهة، والمفتوح بموجب المادة الثانية.

المادة 5

عند استحقاق تسديد الفوائد للمُقرض على رصيد الأموال المسحوبة من القرض لكل من مؤسسة كهرباء لبنان والمصلحة الوطنية لنهر الليطاني، تقوم وزارة المالية بتسجيل قيمة هذه الفوائد وفق توزيعها على كل من مؤسسة كهرباء لبنان والمصلحة الوطنية لنهر الليطاني في حسابي الذمة المفتوحين بموجب المادة الثانية.

المادة 6

عند انتهاء المشروع يُعاد إلى حساب الخزينة رصيد المبالغ المسحوبة من القرض والتي لم يتم إنفاقها.

المادة 7

يعمل بهذا القانون فور نشره في الجريدة الرسمية.
