تعدّل الـمـادة 4 مـن الـقـانـون الـصـادر بـتـاريــخ 25/4/1999 لتصبح على الشكل التالي:

"الـمادة 4 الجديدة:

يعقد رئيس البلدية نفقات اللوازم والاشغال بموجب بيان او فاتورة ويأمر بصرفها عندما لا تتجاوز قيمتها اثني عشر مليون ليرة لبنانية".
