مادة 9: يؤلف في كل دائرة بحلة لقيد الاسماء في القوائم الانتخابية من قاض رئيسا ومن احد رؤساء المجالس البلدية في الدائرة او احد اعضاء هذا المجلس ومن مأمور الاحوال الشخصية ومن شخصين يتمتعان بالحقوق الانتخابية. يعين رئيس اللجنة بقرار من وزير العدلية ويعين اعضاؤها بقرار من المحافظ.
