المادة 28
1- مع مراعاة احكام المادة 24 من هذا القانون تنقل الاعتمادات من فقرة الى فقرة ضمن البند الواحد بقرار من الوزير المختص بعد تأشير المراقب المركزي لعقد النفقات .
ويجوز النقل بالطريقة نفسها الى فقرة جديدة اذا كانت هذه الفقرة هي من نوع النفقات التي يختص بها البند.
2- تنقل الاعتمادات المرصدة في بابي الديون المتوجبة الاداء واحتياطي الموازنة من فقرة الى فقرة ضمن البند الواحد, بقرار من وزير المالية بعد تأشير المراقب المركزي لعقد النفقات .
3- يجوز اجراء النقل من فقرة الى اخرى في موازنة سنة معينة لغاية 31 كانون الثاني من السنة اللاحقة.
