2. Summary of the Action
The European Union remains committed to the stability of Lebanon and acknowledges the difficult circumstances Lebanon is experiencing both domestically and as a result of regional tensions².
¹ C(2022)8363 final of 24/11/2022
² European Council Conclusions of 17-18 April 2024
The Action aims at promoting safety, security and stability in Lebanon. The Action will contribute to long-term capability of the relevant Lebanese stakeholders (duty-bearers) to enhance safety and security by preventing and responding to security threats derived from organised crime, cybercrime, terrorism and smuggling, in line with international standards, the respect of the Rule of Law and human rights-based approach.
The action also intends to target the stakeholders engaged in counter terrorism and smuggling in Lebanon (including the Lebanese Armed Forces (LAF), which plays a central role on this topic in Lebanon) by promoting a culture of cooperation and sharing of information.
The specific objectives/outcomes of the action are: (1) strengthen the organisational efficiency and effectiveness of the Internal Security Forces (ISF) in combating organised and cybercrime and promote cybersecurity; (2) enhance the trust of the Lebanese citizen in the ISF; (3) reinforce the capabilities of security agencies to counter terrorism and (4) enhance the capacity of security agencies³ to address smuggling, including migrant smuggling, and trafficking of people and goods, in line with international standards .
Key outputs include the reinforcement of strategic and operational capacity of the key services in the ISF to address organised crime and to prevent and respond to cybersecurity risks⁴. The action will support the analytical work of the special bureaux on organised and cybercrime in the judicial police, the forensic department, as well as operational units in investigation of organised crime with a focus on drug trafficking and money laundering. The human rights-based approach, as well as a gender equality and disability-inclusive perspective will be applied through strengthening the Human Rights department within the ISF and the facilitation of regular engagement and dialogue between security agencies and civil society organisations, including women's rights organisations and organisations of persons with disabilities. In countering terrorism, the Action will build on the achievement of the current Action (“ACT for Lebanon security – Advance Counter Terrorism for Lebanon security”) and focus on operationalisation of the strategic framework with particular focus on interagency cooperation and protection of critical infrastructure. The anti-smuggling component will enhance the procedural framework and the capacity of security agencies to address smuggling and trafficking of people and goods as well as strengthen the adherence to international standards.
The primary stakeholders, duty bearers and beneficiaries (right holders) of this Action are the law enforcement agencies operating in Lebanon, in particular the Internal Security Forces (ISF), the Lebanese Armed Forces (LAF), the Directorate General of General Security (DGGS), the Directorate of State Security, as well as all agencies, which are part of the inter-ministerial Working Group on counter-terrorism. The Action will also support coordination with the judiciary, as well as civil society organisations active in the target areas of intervention.
Due consideration is given to Lebanon's vision to allow the ISF to steadily assume fully the duty of protecting and maintaining internal peace and security, thus alleviating the pressure currently put on the LAF to ensure security tasks at large beyond its mandate due to the multifaceted crises in the country. The ISF will be the main beneficiary for implementing activities to address organised and cybercrime, the LAF will be the primary stakeholder (duty-bearer) in the countering terrorism, addressing smuggling and trafficking of people and goods in close coordination and cooperation with other relevant actors as per relevant mandates.
This action is complemented by the Actions under the AAP 2024-2025 “EU support to renewable energy for the Lebanese Armed Forces and the Internal Security Forces” and “Enhanced border security in Lebanon” and aligned to the Action “EU support to improve resilience for vulnerable Lebanese and refugees in Lebanon”.
³ The Lebanese Armed Forces have a wide mandate covering civilian law enforcement activities. The activities and equipment provided in support to the Lebanese Armed Forces (LAF) will be focused on support to civilian law enforcement and not military activities in line with Article 9 of REGULATION (EU) 2021/947
⁴ In this regard, all policies and activities shall notably be in line with the Budapest Convention on Cybercrime (and Second Additional Protocol).
under the Special Measure on EU support for vulnerable Lebanese and Refugees from Syria and for durable solutions for refugees from Syria 2024 and 2025.
The indicative operational implementation period of this action, during which the activities will be carried out and the corresponding contracts and agreements implemented, is 72 months from the date of entry into force of the financing agreement.
3. Organisational Set-up and Responsibilities
A Steering Committee shall be set up for each project to oversee and validate the overall direction and policy of the project. It will also provide guidance for the programme's activities and review project achievements as well as discuss strategic issues to ensure its overall coherency. The project's steering committee shall meet once a year.
The Implementing partner/Consultant will assist it by fulfilling a technical secretariat function together with the technical and operational counterparts directly involved in the programme's implementation.
The project's steering committee shall be made up of:
• representatives from the relevant beneficiary agencies / organisations and from all the departments directly involved in the programme's activities
• representatives from the relevant line Ministries
• a representative of Delegation and other representatives of the EU (the Contracting Authority).
Any other co-opted participant(s) may attend on ad hoc basis as observers, inter alia Lebanese civil society organisations, supervisory or control bodies with a regular statutory involvement in the programme, EU Member States that maintain a close co-operation with the specific beneficiary authorities in domains related to this programme.
The Implementing partner(s) will assist it by fulfilling a technical secretariat function together with the technical and operational counterparts directly involved in the programme's implementation.
As part of its prerogative of budget implementation and to safeguard the financial interests of the Union, the Commission may participate in the above governance structures set up for governing the implementation of the action.
For the sake of coherence, comprehensiveness, efficiency and respect of universal values and international standards and conventions, it is essential that complementarity be ensured and synergies be developed between the Actions to be funded by the EU under Annex II of the Multiannual Action Programme for Lebanon 2024-2025, and Annex IV of the Special Measure 2024-2025. To that purpose, an appropriate joint coordination mechanism composed of the EU; the relevant Lebanese counterparts and stakeholders, including all relevant security forces; and the respective implementing partners is foreseen, along with the cross-participation of relevant representatives of each Action.

The specific objectives/outcomes of the action are: (1) strengthen the organisational efficiency and effectiveness of the Internal Security Forces (ISF) in combating organised and cybercrime and promote cybersecurity; (2) enhance the trust of the Lebanese citizen in the ISF; (3) reinforce the capabilities of security agencies to counter terrorism and (4) enhance the capacity of security agencies³ / agencies3 to address smuggling, including migrant smuggling, and trafficking of people and goods, in line with international standards .
Key outputs include the reinforcement of strategic and operational capacity of the key services in the ISF to address organised crime and to prevent and respond to cybersecurity risks⁴. / risks4. The action will support the analytical work of the special bureaux on organised and cybercrime in the judicial police, the forensic department, as well as operational units in investigation of organised crime with a focus on drug trafficking and money laundering. The human rights-based approach, as well as a gender equality and disability-inclusive perspective will be applied through strengthening the Human Rights department within the ISF and the facilitation of regular engagement and dialogue between security agencies and civil society organisations, including women's / women’s rights organisations and organisations of persons with disabilities.
This action is complemented by the Actions under the AAP 2024-2025 “EU support to renewable energy for the Lebanese Armed Forces and the Internal Security Forces” and “Enhanced border security in Lebanon” and aligned to the Action “EU support to improve resilience for vulnerable Lebanese and refugees in Lebanon”
3 The Lebanese Armed Forces have a wide mandate covering civilian law enforcement activities. The activities and equipment provided in support to the Lebanese Armed Forces (LAF) will be focused on support to civilian law enforcement and not military activities in line with Article 9 of REGULATION (EU) 2021/947
4 In this regard, all policies and activities shall notably be in line with the Budapest Convention on Cybercrime (and Second Additional Protocol).
under the Special Measure on EU support for vulnerable Lebanese and Refugees from Syria and for durable solutions for refugees from Syria 2024 and 2025.
