What does the Lebanese Constitution say about rights, the president, parliament, the government and how it is amended?

Last checked 21 October 2026

The law is the Arabic text quoted on this page: it is official and more accurate. This English explanation is an unofficial aid to find and read it, and where the two differ, the Arabic governs.

The Constitution makes all Lebanese equal before the law, yet parliamentary seats and first-category posts are split equally between Christians and Muslims. Parliament alone makes laws and elects the President for 6 years, and the Council of Ministers holds executive power. Most presidential decisions need the Prime Minister's co-signature, and an amendment needs a two-thirds quorum and vote of all deputies.

Article 95 drops the sectarian quota in public posts, the judiciary, military and security bodies, and public and mixed institutions. Specialisation and competence apply there. First-category posts and their equivalents are excluded from that rule. They are split equally between Christians and Muslims, and no post is reserved for any sect.
