Founding an ordinary association in Lebanon needs no licence, and the founders must notify the government as soon as it is formed, under Articles 2 and 6 of the 1909 Associations Law. They file a signed and sealed statement and get the notice of establishment in return, unless the purpose is unlawful under Article 3, which means refusal and dissolution by decree. A foreign association needs a prior licence under Decision 369 of 1939 instead.

Do you need a licence, or only a notice?
Article 1 defines an association as a group of several people who join their knowledge or efforts on a lasting basis, for a purpose other than sharing profit. Article 2 of the 1909 Associations Law says founding an association needs no licence at the outset. The government must be informed after founding, as Article 6 requires, and Article 6 bans secret associations outright. This notice regime does not cover foreign associations. Decision 369 of 1939 requires them to hold a prior licence.
