Marriage, divorce, custody and other family matters follow each religious community's personal status system, which Article 9 of the Constitution protects. No text we hold creates a civil marriage in Lebanon, and one held there by a Christian or Jewish Lebanese is void. A marriage held abroad in the local form is valid under Article 25 of Decision 60/LR, which does not apply to Muslims.

Which law applies to Muslims and to people outside a recognised community?
Under Article 10 of Decision 60/LR, Lebanese and Syrians in a recognised community follow its personal status system. Civil law covers matters outside that system. Those in an ordinary-law community, or in no community, follow civil law in personal status. No text we hold sets out that civil personal status law.
Decision 53 of 1939 says Decisions 60/LR and 146/LR do not apply to Muslims. So no rule of Decision 60/LR described on this page governs Muslims.
This page does not cover the laws and courts for Muslim and Druze family matters. The texts we hold do not say whether Druze count as Muslims for this purpose.
Can you marry in a civil ceremony inside Lebanon?
Article 16 of the 1951 law voids a marriage held in Lebanon before a civil authority by a Christian or Israelite (Jewish) Lebanese. No text we hold creates a civil marriage ceremony in Lebanon for anyone else.
Is a marriage held abroad valid?
Article 25 of Decision 60/LR covers a marriage held in a foreign country. The text speaks of a marriage between a Syrian and a Lebanese, or between a Syrian or Lebanese and a foreigner. It is valid if celebrated in that country's forms. The texts we hold do not settle whether this covers a couple who are both Lebanese.
If the husband's personal status system rejects that marriage's form or effects, the marriage falls under civil law in Syria and Lebanon. Article 24 voids a marriage celebrated under a law that does not govern one party, except as Article 25 provides. Decision 60/LR does not apply to Muslims.
