After Parliament passes a law, the President must issue it within 1 month of its transmission to the government, or within 5 days if Parliament declared it urgent, unless he returns it once for reconsideration. If he does neither in time, the law is enforceable by operation of law, and every law must be published in the Official Gazette within 15 days of issue. The law's own text sets the day it binds, such as on publication; otherwise it binds on the 8th day after publication, and decrees that do not concern the public take effect on notification.

Who issues a law, and by when?
The President issues every law that Parliament approves and requests its publication. Article 51 of the Constitution bars him from amending a law or exempting anyone from it.
A law with final approval must be issued within 1 month after it is sent to the government. A law that Parliament declares urgent must be issued within 5 days. The Prime Minister co-signs the decree that issues a law.
What happens if the President returns a law or does nothing?
The President may ask Parliament once to reconsider a law, within the deadline for issuing it, after informing the Council of Ministers. The request cannot be refused. The President then need not issue the law until Parliament approves it after a new debate. Re-passage needs an absolute majority of all members who legally make up Parliament.
If the deadline passes and the law is neither issued nor returned, the law is enforceable by operation of law. It must then be published.
Article 58 covers a bill the government declares urgent, with Cabinet approval, in its transmittal decree. After 40 days before Parliament, the bill must also have been placed on a plenary agenda and read there. If Parliament still has not decided, the President may issue a decree putting it into force, after Cabinet approval.
What happens to a Council of Ministers decision the President does not sign?
The President issues decrees and requests their publication. He may ask the Council of Ministers to reconsider any decision within 15 days of its deposit with the Presidency. If the Council insists, or the period passes without the decree being issued or returned, the decision or decree is enforceable by operation of law. It must then be published.
How soon must laws and decrees appear in the Official Gazette?
Law 646 of 1997 sets a maximum of 15 days from issue for publishing all laws in the Official Gazette. Decrees face the same 15-day maximum from their issue. The law applies Articles 51, 56 and 57 of the Constitution and adds this deadline to them.
When a law, decree or decision is published in a supplement to a Gazette issue, the supplement itself must show its date of issue.
The texts we hold do not say when the publication deadline starts for a law that becomes enforceable without being issued.
On what day does a published law become binding?
A law's own entry-into-force clause comes first. Legislative Decree 9 of 1939 makes laws and decrees binding throughout Lebanon on the 8th day after Gazette publication, unless a text provides otherwise. Law 646 of 1997, for example, took effect as soon as it was published.
Decrees that do not concern the general public take effect from the date they are notified. Where special circumstances make it necessary, the period ending on the 8th day may be shortened. The laws, decrees or decisions must then be made public by a means other than the Gazette.
We do not hold a later legislative decree recorded as an addition to the decree that sets this rule. This page cannot say whether it changes the rule.
What must be published alongside laws, and online?
